Position Overview Sexually Violent Persons Evaluator conducts periodic examinations, as required by the Act within time frames established by court order or as otherwise required by the Department or within the time period established in 725 ILC 207/55.
Job Responsibilities 1.
Contractor shall conduct examinations as required by the SVP Act, within time frames and addressing the required questions established by the SVP Act, court order or as otherwise required by the Department.
Examinations will consist of, but not be limited to: A written report to the Court on the respondent's mental condition, no later than 30 days after the date of the examination, including: Review of records, including arrest records, court documents, and psychiatric and medical records; Personal history, criminal history, sexual history, medical and psychiatric history, educational and employment history, and other relevant history; Mental status examination; Diagnoses; Sexual risk assessment; Individual interview with respondent.

Examinations are most reliable and beneficial when evaluators adhere to ethical practice, incorporate multiple sources of information, use research supported methodologies, and strive to engage clients in the assessment process.
Furthermore, these assessments are most effective for guiding decision making, maximizing public safety, and promoting successful client outcomes when conducted within the evidence-based risk, need and responsivity framework.

The written examination must include: Summary of opinions provided to a degree of reasonable psychological/psychiatric certainty; Opinions regarding relevant legal questions may include information about: Qualifying offenses; Mental disorders; Volitional control; Likelihood of future sexual offending; Placement needs (pre-dispositional examinations); Readiness for conditional release or discharge.
4.
Contractor will provide consultation to involved lawyers including preparing case s for hearings/trials.
Contractor will provide depositions as needed.
Contractor will provide expert witness testimony in court in all jurisdictions within the State.
5.
Contractor will provide assistance to others contracted as examiners including quality review, consultations, and training where appropriate.
Contractor will provide training to associated entities such as Attorney Generals, Public Defenders, staff of the Treatment and Detention Facility where appropriate.
Minimum Qualifications 1.
Physician licensed to practice medicine in all its branches under the Medical Practice Act of 1987 or an equivalent license under the laws of another state; or a clinical psychologist licensed under the Clinical Psychologist Licensing Act or an equivalent license under the laws of another state.
2.
Documentation of 40 clock hours of training in the specialty of sex offender evaluations, treatment or management.
3.
Candidate must have completed a minimum of 25 sex offender evaluations or have completed 10 sex offender evaluations under supervision in the past 4 years.
4.
Completed 400 hours of supervised experience in the treatment or evaluation of sex offenders.
5.
A minimum of one (1) years' experience conducting sex offender or other forensic evaluations and providing expert witness testimony.
6.
Independent license to practice Clinical Psychology or Psychiatry and must possess or apply for licensure as a Sex Offender Evaluator in Illinois within 1 month of employment.
Conditions of Employment 1.
Requires ability to pass the IDHS background check.
2.
Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
3.
Requires clinical membership in the Association for the Treatment of Sexual Abusers (ATSA) 4.
Maintaining continuing education and knowledge of pertinent literature and research.
5.
Must possess or apply for licensure as a Sex Offender Evaluator in Illinois within 1 month of employment.
